Faculty and Staff

Cliff Dunn, MD, MBA, earned his undergraduate degree in Zoology at Brigham Young University in Provo, Utah and completed his medical education at Ross University School of Medicine in 2004. He joined the Phoebe Family Medicine Residency in 2004, and was a Chief Resident from 2006-2007. After residency, and to be close to family, he worked in Southern Utah for a time, but feeling the bug to teach he returned to Georgia and to the Phoebe Family Medicine Residency in 2014. Since his return he has completed his MBA at Auburn University in Auburn, Alabama.

In his spare time, Dr. Dunn enjoys spending time with his family, including his 9 children and many pets.

Tiera Barron, MD, was raised in Atlanta, Georgia and obtained her undergraduate degree in 2008 from Hampton University in Hampton, Virginia. She completed her medical education in 2013 at the Medical College of Georgia in Augusta, Georgia. She went on to Phoebe Family Medicine Residency for her post-graduate training where she served as a Chief Resident from 2015-2016 and received the Resident Teacher Award from the Society of Teachers of Family Medicine in 2016. She joined the Phoebe Family Medicine Residency as a faculty member upon graduation from the program. 

Dr. Barron has been appointed a Clinical Assistant Professor at both Mercer University School of Medicine and the Medical College of Georgia. Her special interests are women’s health and adolescent medicine.

In her spare time, Dr. Barron enjoys baking, playing tennis and spending time with her husband and their English bulldog.

Originally from rural northwest Wisconsin, Dr. Bergrab joined the faculty of Phoebe Family Medicine Residency Program in July 2010.

Dr. Bergrab completed her undergraduate degree in Bacteriology at University of Wisconsin-Madison in 2000. She then went on to obtain in medical degree from Ross University School of Medicine in 2005. She took a couple years off to care for her two oldest children before joining the Phoebe Family Medicine Residency Program as a resident in 2007. She completed her residency training in June 2010.

Over the past years, Dr. Bergrab has had many roles including Medical Director of Employee Health (2010-2018) and has been involved in creating the pediatric curriculum.  Currently, she oversees the geriatric rotation and the longitudinal nursing home experience.  Since 2019, she has also been the Medical Director for our Georgia Memory Net (GMN) Memory Assessment Clinic in collaboration with Emory University which was developed to assist in the early diagnosis of Alzheimer’s Disease and other related dementias.  She has been involved with the Walk to End Alzheimer’s through the Alzheimer’s Association in memory of her grandmother who passed away from the disease.

Dr. Bergrab is married and has four children. She is very active in her church with choir and praise team along with children’s and women’s ministries. She loves to sing and read in addition to playing the piano.  She enjoys spinning and volleyball besides spending time with her family at all her children’s sporting activities.

Gurinder Doad, M.D. grew up in Yorkshire, England. He holds a B.Sc. (Hons) degree in Biochemistry and Chemistry as well as a Ph.D. in Synthetic Organic Chemistry from University of Salford, England. After stints of postdoctoral fellowships at the University of South Florida in Tampa and the University of Groningen in Holland, Dr. Doad attended medical school at Saint George’s University in Grenada, West Indies. While in Grenada he worked at the General Hospital where his passion for Family Medicine developed. Upon graduation from medical school, he completed residency at UMDNJ - Robert Wood Johnson Medical School in Trenton, NJ. He has spent five of the last ten years in solo practice in a rural setting in the small town of Section, AL.

Dr. Doad is Board Certified in Family Medicine. He was previously the Director of Hospice Assisted Living Facility and Home Health Agency in Scottsboro, AL. He was also a Clinical Instructor in the Department of Family Medicine at University of Alabama in Huntsville, AL. In addition, he is the recipient of the Melvin-Jones Fellowship from Lions Club International.

Dr. Doad and his wife Sangita have one son, Rohit. Dr. Doad enjoys reading, field hockey, traveling and playing and watching soccer. He is a huge fan of the Liverpool Football Club in England. He has been involved in community service, particularly Lions Club International where he was past District Governor for District I-34.

Shaun Franklin, MD, is board certified in family medicine and brings a wealth of knowledge to this position.

She graduated from Morehouse School of Medicine and completed her residency and internship at Memorial Medical Center - Family Practice Program.

Sharmon Osae is a Clinical Assistant Professor at the University of Georgia College of Pharmacy, Southwest GA Clinical Campus. Dr. Osae obtained her PharmD from University of Saint Joseph in 2014 and subsequently completed a PGY-1 residency at Harris Health System in Houston, TX, and a PGY-2 residency in Ambulatory Care/Education at the Indianapolis VAMC/Purdue University in Indiana.

She serves as the first Clinical Pharmacy Specialist (CPS) Phoebe Family Care Center (PFCC) has incorporated into its workflow, and a portion of her current responsibilities focus on implementing and sustaining a Medicare Annual Wellness Visit Clinic. Her teaching interests include ambulatory care management of chronic medical conditions. Her clinical research interests include evaluating CPS impact on improvement of quality measure attainment and the assessment of medical trainee perceptions of having a clinical pharmacy specialist in the outpatient clinic setting.

Rosenbaum, D.O., earned her undergraduate degree in biology at the University of Pennsylvania and her Doctor of Osteopathic Medicine from Nova Southeastern University College of Osteopathic Medicine in Davie, Florida. Since joining the Phoebe Family Medicine Residency faculty, she has been appointed Assistant Professor of Family Medicine at Mercer University.

Dr. Rosenbaum completed the University of South Florida Family Medicine Residency program at St. Vincent's Medical Center in Jacksonville in 1999. Dr. Rosenbaum is a member of the American Academy of Family Physicians, the American Osteopathic Association, the American College of Osteopathic Family Practitioners, the Georgia Academy of Family Physicians, and the Florida Osteopathic Medical Association.

Dr. Rosenbaum is married to Michael Sein, D.O.

Michael Sein, D.O., earned his undergraduate degree in biology from the University of Kentucky in 1984 and his Doctor of Osteopathic Medicine from Nova Southeastern University College of Osteopathic Medicine in Davie, Florida in 1995. Since joining the Phoebe Family Medicine Residency faculty, he has been appointed Assistant Professor of Family Medicine at Mercer University.

Dr. Sein completed a family medicine residency program through the University of South Florida at St. Vincent's Medical Center in Jacksonville in 1999. Dr. Sein is a member of the American Academy of Family Physicians, the American Osteopathic Association, the American College of Osteopathic Family Practitioners, the Georgia Academy of Family Physicians, and the Florida Osteopathic Medical Association.

Dr. Sein is married to Tracy A. Rosenbaum-Sein, D.O.

Nick Carden, Ph.D., is a Licensed Clinical Psychologist with over 30 years experience in psychotherapy and psychodiagnostic interventions. Dr. Carden has served on the faculty of the Phoebe Family Medicine Residency Program since 1995. His role involves assisting residents in managing patients and families who present with behavioral medicine issues and to assist residents in advancing their skills in doctor/patient relationships and increasing patient compliance. Dr. Carden also oversees the behavioral medicine curriculum as well as provide monthly support group meetings for residents.

Dr. Carden is the Clinical Director of Behavioral Health Services with Albany Area Primary Healthcare (AAPHC) in Albany, Georgia. He works with children, adolescents, adults and families across Southwest Georgia. He specializes in psychodiagnostics of all types.
